Is it planned?
I can tell that in my WIndows Explorer I can make a function name in my language, but not in English.
I don't like it you can't use both languages.
There's a lot of metadata functions, and sometimes you remember the function name in the one language, and sometimes you remember the function name in the other language.
What's better IMHO:
Both > OnlyEnglish > OnlyLocal

That reminds me of Excel, when that started to localize it's fucntions. I still can get confused by that...

Mostly European languages; no Hebrew.
Now I'm curious how a Chinese Excel implements this ...

Having additional localized function names along side the English names would be a good idea.

A small note: the functions are not localized for all languages. For Excel in Hebrew or Chinese, for example, the UI is localized but functions are not localized and in English. For some languages, the functions are only partially localized and for other languages, such as Dutch, German or French, all functions have been localized.
