Actually almost all of those programs have been updated recently (last couple of months).
Many of them have more than 1 homepage with the ancient version hosted on the original page.

QTTabBar is an example. It gives the native Windows Explorer tabs(among a ton of other stuff, fully configurable). Without modifying any system files, WinVista/7 compatible! It has a recently fully working version hosted on SourceForge now.

The same story for most of the rest (except for the sourceforge part).
